FEMA Climate Buyouts Exacerbate Segregation — Study: A federal buyout program intended to reduce flood risks is exacerbating housing segregation, a study published late last week in Environmental Research Letters reveals. “Any time a color-blind policy enters a racialized housing landscape, it’s going to be segmented,” Jim Elliott, a professor at Rice University and the lead author of the study, told Grist. For three decades, the Federal Emergency Management Agency has given billions of dollars to states and municipalities to buy and demolish flood-prone homes. Homeowners in non-white-majority neighborhoods are more likely to take buyouts at lower flood risk levels, possibly because local governments spend more on flood control measures in whiter, more affluent neighborhoods. The study found white homeowners who take buyouts are essentially never moving into non-majority-white areas — essentially a new, climate-fueled iteration of "white flight." “If you’re approaching a majority-white neighborhood, and you want people to move, they’re going to move if and only if they can meet three conditions,” said Elliott. “They have to have housing somewhere nearby, they want to reduce their flood risk, and the close-by safer housing has to be in a majority-white area. Gas Stoves Release Benzene Pollution Greater Than Secondhand Smoke: Using even just one methane gas burner or heating a gas oven to 350°F can cause in-home benzine levels higher than those caused by secondhand tobacco smoke, a new study published in Environmental Science & Technology reveals. Earlier research found benzene, long connected to leukemia and other blood cancers, also leaks from methane gas-burning appliances even when turned off, and the study adds to the mounting body of evidence of the dangers of methane gas in the home, including pollution that spreads out of the kitchen into other parts of the house. "Good ventilation helps reduce pollutant concentrations," said senior author and Stanford professor Rob Jackson. "But we found that exhaust fans were often ineffective at eliminating benzene exposure." (New York Times $, NPR, The Hill)

Enbridge Must Shut Down Line 5 Pipeline On Tribal Lands, Pay Tribe Trespassing: Enbridge has three years to shut down the parts of its Line 5 oil pipeline that cuts across the land of the Bad River Band of Lake Superior Chippewa and pay that tribe more than $5 million for trespassing, a federal judge ordered Friday. U.S. District Judge William Conley ruled the rupture of the nearly-exposed pipeline — as little as 15 feet from waterways, in places — “would unquestionably be a public nuisance” and also ordered the Canadian pipeline company to pay the tribe a portion of its profits as long as it continues operating on their land. The 645-mile, 70-year old Line 5 pipeline pumps as much as 23 million gallons of oil and liquid natural gas each day, including a passage under the Straits of Mackinac, where a rupture could devastate much of the Great Lakes ecosystem.
